I honestly expected one bigger than that. I don’t mind things like that. Might as well squash as many bugs as possible before I start. In fact, I’ve come to expect it.

Sometimes I wonder if newer consoles even ship with the full OS. Notice the other option was ‘Turn Off’, so there was no way to get out of setup and into a game. Maybe they ship with a setup OOBE and then download the core OS so each machine gets the latest build.
